A spontaneous memorial tribute grew on the fence of St. Paul's Chapel of Trinity Church, across the street from the site of the World Trade Center attacks. After months of being added to by visitors, weather and community sentiment convinced the Church that adding the tribute to an indoor museum would be the best way to save the memorial while allowing area residents to begin looking to the future.
